Penobscot County Emergency Management Agency’s mission is to protect the lives, property and environment for the citizens of and visitors to Penobscot County by providing education and support necessary to build, sustain, and improve the capability to ensure the mitigation of, preparation for, response to, and recovery from, the effects of all disasters.
